Since gaining its independence in 1974, Guinea-Bissau’s development has been affected by slow economic growth, rising political instability and recurrent violent conflict.
Modest gains in statebuilding were wiped out during the civil war of 1998 to 1999. This war deepened the mistrust between Bissau-Guineans, the political authorities and military factions involved in a steady struggle for power. It also alienated investors, weakened state institutions and the fragile rule of law.
The period 2000 to 2005 was again characterized by instability. Recurrent confrontations between political authorities and the military, threats of a coup d’état, and growing uncertainty amongst the population, donors and potential investors about the country’s future further embedded the state of instability.
