Autonomous Region of Bougainville of Papua New Guinea

Challenge and Need

Signed in 2001, the Bougainville Peace Agreement foresaw a referendum to take place between 2015 and 2020. In order to play its role in assisting the Government of Papua New Guinea and the Autonomous Bougainville Government to prepare, the UN country team needed a better understanding of both the drivers of conflict, and the potential barriers to peace that could undermine that process.

Approach

To help uncover these drivers, as well as both barriers and opportunities to peace, IPAT designed and led an in-depth participatory analysis, involving six weeks of extensive consultations in Bougainville with more than a thousand citizens.

Impact

With the resulting analysis in hand, the client is now in a position to lay the foundation for an inclusive national dialogue. IPAT’s analysis provides an overview of the drivers of conflict and contributing factors, and offers guidance on identifying peacebuilding priorities in participatory data. In addition, IPAT provided as assessment of the various approaches undertaken in Bougainville thus far to build more sustainable peace, enabling the client to consider next steps from a more strategic and inclusive perspective.
