Miisaan: Social cohesion and legitimate governance through Transitional Justice (2021-2025)

The programme's overall goal is to increase the availability of inclusively developed locally informed transitional justice processes in Somalia and Somaliland that significantly contribute to social cohesion and governance. To achieve the goal, the programme focuses on: 1) ensuring community stakeholders and key national and local government representatives support to inclusive process to enable the project design transitional justice processes and mechanism for Somalia and Somaliland; 2) enhancing social cohesion among communities, government representatives and civil society through consensus building on priorities for and piloting of transitional justice processes; 3) increasing support and participation of Somali citizens and communities in transitional justice processes and mechanisms; and 4) building the capacity of local, regional and national government institutions and community stakeholders to implement transitional justice processes and mechanisms. Some of the key results achieved by the programme include:

  • Identified community perspectives on Transitional Justice (TJ) initiatives through two baseline assessments conducted in Somaliland, Hirshabelle and Galmudug. This also included a media component that reached 21,000 people (14,000 in Somalia and 7,000 in Somaliland) engaged through radio audience messages, 60 radio and nine TV programmes.
  • Piloting of at least two TJ initiatives, including establishing Roving Peace Mediators to facilitate dialogue on past and present grievances prevalent in the programme’s target locations. The programme also rolled out intergenerational dialogues to create opportunities for young men and women to engage with elders and other community constituents to address current and past conflicts.
  • Supported the Ministry of Interior in Somaliland begin public consultations towards establishment of a national peace policy in Somaliland. The policy will include how to address past grievances and enhance social cohesion and good governance in Somaliland.
  • Identified the need to explore the integration of Mental Health and Psychosocial Support (MHPSS) within transitional justice, informed by the trauma exposure of past grievances. Through a baseline assessment and roundtable discussion with relevant actors, the programme documented key recommendations on how to integrate MHPSS within peacebuilding and TJ processes in Somalia.
