Lorsque la guerre civile a \u00e9clat\u00e9 au Burundi en 1993, de nombreuses communaut\u00e9s ont fui les r\u00e9gions montagneuses pour s'installer dans la commune de Muhanga, province de Kayanza. M\u00eame si la guerre a pris fin, de nouvelles tensions ont surgi. Les propri\u00e9taires terriens voulaient r\u00e9cup\u00e9rer les terres o\u00f9 les communaut\u00e9s d\u00e9plac\u00e9es s'\u00e9taient r\u00e9fugi\u00e9es. En 2021, la Commission nationale des terres et autres biens (CNTB) a acc\u00e9d\u00e9 \u00e0 leur demande de restitution.<\/p>\n

Cependant, toutes les familles d\u00e9plac\u00e9es n\u2019\u00e9taient pas pr\u00eates \u00e0 retourner dans leur r\u00e9gion. Ces montagnes \u00e9taient pour beaucoup le t\u00e9moignage d\u2019un pass\u00e9 li\u00e9 \u00e0 jamais \u00e0 la violence. De plus, beaucoup ne s\u2019imaginaient pas vivre aux c\u00f4t\u00e9s de ceux qui avaient particip\u00e9 aux massacres visant leur groupe ethnique. Leur demande \u00e9tait simple : que les familles soient relocalis\u00e9es dans un endroit o\u00f9 elles se sentent en s\u00e9curit\u00e9.<\/p>\n

C\u2019est alors que les m\u00e9diateurs internes sont intervenus pour aider les communaut\u00e9s d\u2019accueil et d\u00e9plac\u00e9es \u00e0 trouver une solution qui convienne \u00e0 tout le monde. \u00ab Nous \u00e9tions conscients que le probl\u00e8me \u00e9tait tr\u00e8s complexe. Il a donc fallu proc\u00e9der avec prudence. Il \u00e9tait crucial de rechercher des solutions alternatives de la part des deux communaut\u00e9s \u00bb, <\/em>a expliqu\u00e9 l'un des m\u00e9diateurs.<\/p>\n

Ainsi, ceux-ci ont r\u00e9uni des repr\u00e9sentants des d\u00e9plac\u00e9s et des propri\u00e9taires fonciers pour que chacun puisse s'exprimer. Ensemble, ils ont discut\u00e9 de solutions possibles qui pr\u00e9serveraient \u00e9galement la coexistence pacifique entre les deux communaut\u00e9s.<\/p>\n

Une fois un accord trouv\u00e9, les m\u00e9diateurs ont inform\u00e9 le gouverneur des risques d'un retour forc\u00e9 et des solutions propos\u00e9es par les deux communaut\u00e9s. \u00ab Si nous d\u00e9pla\u00e7ons ces familles par la force, nous risquons de provoquer des violences. Cela ne profitera \u00e0 aucune des parties au conflit \u00bb,<\/em> a expliqu\u00e9 Andr\u00e9, un m\u00e9diateur interne.<\/p>\n

C'\u00e9tait un succ\u00e8s. Sur les 38 familles d\u00e9plac\u00e9es, 31 ont re\u00e7u d\u2019autres terres pour s\u2019installer. Pour les familles d\u00e9plac\u00e9es qui souhaitaient rentrer, le gouvernement local a offert une aide financi\u00e8re pour reconstruire leurs maisons.<\/p>\n
