Le Maroc a souvent \u00e9t\u00e9 pr\u00e9sent\u00e9 par les observateurs comme l\u2019une des exceptions du \u00ab Printemps arabe \u00bb. Il a pu anticiper et conjurer les protestations populaires men\u00e9es par le Mouvement du 20 f\u00e9vrier 2011 en promulguant une nouvelle Constitution qui a ouvert la voie \u00e0 la lib\u00e9ralisation politique et \u00e9conomique. Un parti islamiste mod\u00e9r\u00e9, Justice et D\u00e9veloppement, est arriv\u00e9 au pouvoir \u00e0 l'issue des premi\u00e8res \u00e9lections libres du pays. Les nouvelles r\u00e9formes politiques, salu\u00e9es par la population et la communaut\u00e9 internationale, ont n\u00e9anmoins tard\u00e9 \u00e0 \u00eatre fix\u00e9es par la loi et n'ont pas emp\u00each\u00e9 une partie de la population de se sentir marginalis\u00e9e \u00e9conomiquement et socialement. Les libert\u00e9s ont \u00e9t\u00e9 particuli\u00e8rement r\u00e9prim\u00e9es depuis 2014. En 2016, une nouvelle vague de protestations populaires, connue localement sous le nom de Hirak, a pouss\u00e9 des centaines de milliers de manifestants dans la rue, rejoints par les syndicats et les \u00e9tudiants. L'arriv\u00e9e d'un nouveau gouvernement en 2017 a favoris\u00e9 la reprise du dialogue, mais les discussions tripartites men\u00e9es tout au long de l'ann\u00e9e 2018 sur les salaires et les droits sociaux entre syndicats, patronat et gouvernement n'ont pour l'instant abouti \u00e0 aucun accord, chaque partie prenante restant fermement sur ses positions.<\/p>\n
