Among the distinguished guests present at the launch were delegates from the Prime Minister\u2019s office and several ministries and other government representatives, numerous United Nations agencies, embassies, civil society, the private sector and representatives from the communities who participated in the research process. <strong>Mr. Albert Toikeusse Mabri, State Minister, Minister of Planning and Development<\/strong>, was the guest of honour.<\/p>\n<p>The research report encompasses voices of the <strong>populations of Abobo, Yopougon and Treichville<\/strong> in Abidjan, where more than 750 persons were consulted in order for them to conduct a self-analysis and identify the root causes of violence involving youth in those areas. Participants identified four main factors:<\/p>\n<ul>\n<li>The limits of the political economy of urban social diversity;<\/li>\n<li>The disintegration of the education system;<\/li>\n<li>The transformation of family structures and emergence of new models of social success; and<\/li>\n<li>The struggle for control over economic spaces such as bus stations.<\/li>\n<\/ul>\n<p>Beyond identifying these four elements, the consultation process also enabled the creation of <strong>a secure and open space for dialogue<\/strong> that ensured the participation of all stakeholders, thus creating a rapprochement between sections of the society which usually did not interact.<\/p>\n<p>During the launch ceremony, participants from the consultations were given the <strong>opportunity to recount their experience of the process<\/strong> in the presence of the State Minister:<br \/>\n\u201cIn my life I would never have thought that I could be here, standing, talking to \u201cbig\u201d people such as yourselves. I could not even speak in a group. Participating in this process made me realize that even my voice could be heard\u201d, said a young transport union member from Abobo referring to the presence of the Minister.<\/p>\n<p>\u201cBefore participating in the consultations, when I saw someone from the transport unions I would walk away or never talk to them because they had a reputation of being violent. During my participation in the discussion groups, I came to realize that they were also human, with their own challenges. Now we sit together and talk as Ivoirians to find solutions together.\u201d Female participant from Treichville.<\/p>\n<p>\u201cI would like to thank Indigo and Interpeace for keeping their promise and bringing our voices to the stakeholders. It is now time for action and we are ready for it.\u201d Dignitary of the transport sector from Abobo.<\/p>\n<p>The different factors identified require a <strong>distinction between root and societal causes that imply a national and inclusive response, and immediate preventive measures<\/strong> in view of the upcoming elections. The research also enabled participants to make specific recommendations. These deserve particular attention to ensure that all stakeholders take ownership of the suggested solutions to violence involving youth. The feasibility conditions for their implementation were also examined, and included, among others, the effective inclusion of stakeholders.<\/p>\n<p>In response to the presentation of the participatory research results by Dr. Severin Kouam\u00e9, Coordinator of Indigo C\u00f4te d\u2019Ivoire, the State Minister, Minister of Planning and Development emphasized the commitment of the government to work with the communities: \u201cI would like to thank all the participants who expressed their views today, and particularly the youth. The question that comes to mind from these discussions relates to what the key actions to implement now are to ensure peaceful elections. And, in the long term what can we do to secure the bus stations for those who work there. The key here is trust. If we trust each other nothing will get in the way of finding solutions\u201d.<\/p>\n<p>The ceremony was concluded with the <strong>official handover of the report from Ms. Adele Khudr, Representative of UNICEF and of the United Nations System in C\u00f4te d\u2019Ivoire, to Minister Toikeusse<\/strong>.<\/p>\n<p>This research was made possible thanks to the technical and financial support from <a href=\"http:\/\/www.unicef.org\/infobycountry\/cotedivoire.html\" target=\"_blank\">UNICEF<\/a> et un <a href=\"http:\/\/www.undp.org\/content\/undp\/en\/home.html\" target=\"_blank\">UNDP<\/a>. Parmi les invit\u00e9s de marque pr\u00e9sents lors du lancement du rapport \u00e9taient des d\u00e9l\u00e9gu\u00e9s du bureau du Premier ministre et d\u2019autres minist\u00e8res, de nombreuses institutions sp\u00e9cialis\u00e9es des Nations Unies, des ambassades, la soci\u00e9t\u00e9 civile, le secteur priv\u00e9, et des acteurs locaux et des repr\u00e9sentants des communaut\u00e9s qui ont pris part \u00e0 la recherche. <strong>M. Albert Toikeusse Mabri, Ministre d\u2019Etat, Ministre du Plan et du D\u00e9veloppement<\/strong>, \u00e9tait l\u2019invit\u00e9 d\u2019honneur.<\/p>\n<p>Le rapport comprend les voix de plus de 750 habitants de trois communes d\u2019Abidjan: <strong>Abobo, Yopougon, et Treichville<\/strong>. Les participants ont \u00e9t\u00e9 consult\u00e9s dans le but de proc\u00e9der \u00e0 une auto-analyse et d\u2019identifier les causes profondes de la violence impliquant les jeunes dans ces zones. Quatre facteurs principaux ont ainsi \u00e9t\u00e9 identifi\u00e9s:<\/p>\n<ul>\n<li>Les limites de l\u2019\u00e9conomie politique de la diversit\u00e9 sociale urbaine ;<\/li>\n<li>Le d\u00e9litement du syst\u00e8me scolaire ;<\/li>\n<li>La recomposition des structures familiales et l\u2019apparition de nouveaux mod\u00e8les de r\u00e9ussite sociale ; et<\/li>\n<li>Les luttes pour le contr\u00f4le des espaces \u00e9conomiques tels que les gares routi\u00e8res.<\/li>\n<\/ul>\n<p>Le processus de consultation, en plus d\u2019avoir permis d\u2019identifier ces quatre \u00e9l\u00e9ments, a \u00e9galement permis de cr\u00e9er <strong>un cadre d\u2019\u00e9change ouvert et neutre pour toutes les parties prenantes<\/strong>, cr\u00e9ant ainsi un rapprochement entre des groupes sociaux qui d\u2019habitude n\u2019interagissaient pas.<\/p>\n<p>Lors de la c\u00e9r\u00e9monie de pr\u00e9sentation, les participants ont pu <strong>partager avec le public leur exp\u00e9rience quant \u00e0 leur participation dans le processus de recherche participative<\/strong>, cela en pr\u00e9sence du Ministre d\u2019\u00c9tat:<\/p>\n<p>\u00ab De toute ma vie, je n\u2019aurais jamais pens\u00e9 pouvoir \u00eatre debout, ici, et parler aux \u00ab grands \u00bb de ce monde comme vous. Je n\u2019osais m\u00eame pas parler devant un groupe. En participant \u00e0 ce projet, j\u2019ai compris que m\u00eame ma voix pouvait \u00eatre entendue \u00bb. Jeune employ\u00e9 des syndicats de transports d\u2019Abobo.<\/p>\n<p>\u00ab Avant de participer aux consultations, lorsque je voyais un employ\u00e9 des syndicats, j\u2019\u00e9vitais toute interaction, car ils avaient la r\u00e9putation d\u2019\u00eatre violents. Ma participation aux groupes de discussion m\u2019a permis de r\u00e9aliser qu\u2019ils \u00e9taient humains, et qu\u2019ils avaient leurs propres d\u00e9fis. A pr\u00e9sent nous nous asseyons c\u00f4te \u00e0 c\u00f4te et discutons d\u2019ivoiriens \u00e0 ivoiriens pour trouver des solutions ensemble \u00bb. Dignitaire du syndicat de transports d\u2019Abobo.<\/p>\n<p>Les diff\u00e9rents facteurs identifi\u00e9s requi\u00e8rent <strong>une distinction entre les probl\u00e8mes de fond\/de soci\u00e9t\u00e9 n\u00e9cessitant une r\u00e9ponse nationale et inclusive et les actions de pr\u00e9vention ou mitigation imm\u00e9diates<\/strong> en vue des prochaines \u00e9lections. La recherche a \u00e9galement permis aux participants de faire des recommandations sp\u00e9cifiques. Celles-ci m\u00e9ritent une attention particuli\u00e8re afin d\u2019assurer que tous les intervenants s\u2019approprient les solutions propos\u00e9es pour faire face \u00e0 la violence impliquant les jeunes. Les conditions de faisabilit\u00e9 ont \u00e9galement \u00e9t\u00e9 examin\u00e9es, et comprenaient, entre autres, l\u2019inclusion des\u00a0 \u00ab r\u00e9elles \u00bb parties prenantes dans la mise en \u0153uvre des solutions.<\/p>\n<p>En r\u00e9ponse \u00e0 la pr\u00e9sentation des r\u00e9sultats de la recherche par le Dr. Severin Kouam\u00e9, Coordonateur d\u2019Indigo C\u00f4te d\u2019Ivoire, le Ministre d\u2019Etat, Ministre du Plan et du D\u00e9veloppement a insist\u00e9 sur l\u2019intention du gouvernement de s\u2019engager \u00e0 travailler avec les communaut\u00e9s: \u00ab Je voudrais remercier tous les participants qui se sont exprim\u00e9s aujourd\u2019hui, et en particulier les jeunes. La question qui vient \u00e0 l\u2019esprit apr\u00e8s ces discussions est la suivante :\u00a0\u00a0 quelles sont les actions cl\u00e9s \u00e0 r\u00e9aliser aujourd\u2019hui pour garantir des \u00e9lections pacifiques ? \u00bb . Et, sur le long terme, que pouvons-nous faire pour s\u00e9curiser les gares routi\u00e8res pour ceux qui y travaillent ? L\u2019\u00e9l\u00e9ment cl\u00e9 est la confiance. Si nous nous faisons mutuellement confiance, rien ne nous emp\u00eachera de trouver des solutions. \u00bb<\/p>\n<p>La c\u00e9r\u00e9monie s\u2019est conclue avec la <strong>remise officielle du rapport par Mme.
