Recent months and the \u2018Arab Spring\u2019 have proven that this development continues. This year alone, constitutional reforms have been, or are, on the agenda in Tunisia, Egypt, Morocco, Nepal, Southern Sudan, Zimbabwe and now Libya.<\/p>\n<table style=\"padding-right: 15px\" border=\"0\" align=\"left\">\n<tbody>\n<tr>\n<td><img decoding=\"async\" class=\"size-full wp-image-332\" title=\"manuel d&#039;\u00e9laboration de la Constitution\" src=\"http:\/\/www.interpeace.org\/wp-content\/uploads\/2011\/09\/2011_09_09_interpeace_constitution_making_handbook_1-800x500.jpg\" alt=\"Constitution-making for Peace: Options for the Process\" width=\"250\" border=\"0\" \/><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>A modern constitution needs to be legitimate in the eyes of the people, but achieving this is a challenge. Often national and international constitution-makers feel out in the cold as there has been no comprehensive resource on the options for constitution-making and reform. The design, implementation and management of these processes, in an inclusive way, create the foundations for lasting peace. The stakes are high. If the process goes wrong the seeds of future conflict and violence will be sown.<\/p>\n<p class=\"Default\">Interpeace, an international peacebuilding organization, is now filling this critical gap.<\/p>\n<p><a class=\"doclink\" href=\"http:\/\/www.interpeace.org\/wp-content\/uploads\/2011\/09\/2011_11_15_IP_Constitution_Making_Handbook_ENG.pdf\" target=\"_blank\">Download the complete handbook (PDF, En).<\/a><\/p>\n<p>Held at the United Nations (UN) in New York, <strong>H.E. Mr. Joseph Deiss<\/strong>, President of the UN General Assembly is providing the opening remarks. <strong>His Royal Highness Prince Zeid Ra\u2019ad Zeid Al-Hussein of Jordan<\/strong>, Permanent Representative of Jordan to the UN and Chair of the Peacebuilding Commission Country Configuration for Liberia, will moderate a panel discussion. He will be joined by <strong>Jean-Marie Gu\u00e9henno<\/strong>, Director of the Center for International Conflict Resolution, SIPA, and former Under-Secretary-General for Peacekeeping Operations; <strong>Nicholas Haysom<\/strong>, Director of Political Affairs, Executive Office of the UN Secretary-General; <strong>Jamal Benomar<\/strong>, UN Special Advisor and Envoy for Yemen and former Director of the UN Rule of Law Unit; and <strong>Michele Brandt<\/strong>, co-author of \u2018<em>Constitution-making and Reform: Options for the Process\u2019<\/em>.<\/p>\n<p>Four respected experts from the constitution-making domain, Michele Brandt, Director of Interpeace\u2019s \u2018Constitution-making for Peace\u2019 initiative, Jill Cottrell, Yash Ghai, and Anthony Regan, have united to create this \u2018how to guide\u2019 for constitution-makers around the world.<\/p>\n<p>The handbook provides practical guidance on how to design transparent, nationally led and owned processes that are also participatory and inclusive.<\/p>\n<p>\u201cWith the complexity of a constitution-making process come difficult choices. The handbook lays out the potential dilemmas and implications that practitioners on the ground may face,\u201d explains Graeme Simpson, Director of Interpeace USA, Policy and Learning.<\/p>\n<p>Simpson confirms how Interpeace has approached this initiative: \u201cMuch of the knowledge contained in the handbook simply did not exist in publications. Experiences needed to be harnessed. We involved over 120 practitioners and experts with invaluable first hand field experience. We have captured what they have learnt. We\u2019ve not focused on just one area but have taken a global view. Experience from over 100 countries fed into the process and of course there is the expertise of the four authors. This handbook has content for everyone.\u201d<\/p>\n<p>\u201cMembers of constituent assemblies or constitutional commissions, government officials, politicians, civil society, activists, donors, foreign advisors, policy analysts, academics, and international aid actors can all benefit. It captures the knowledge and weighs up the options so they can make up their own minds on what will work best for their society,\u201d highlights Scott M. Weber, Director-General of Interpeace.<\/p>\n<p>Lakhdar Brahimi, who provides the foreword for the handbook, highlights:<\/p>\n<blockquote><p>\u201cI wish \u2018<em>Constitution-making and reform: options for the process\u2019<\/em> had been available to the international community when I was the Special Representative of the UN Secretary-General for Afghanistan. This book asks the right questions.\u201d<\/p><\/blockquote>\n<p class=\"Default\"><a class=\"doclink\" href=\"http:\/\/www.interpeace.org\/wp-content\/uploads\/2011\/09\/2011_11_15_IP_Constitution_Making_Handbook_ENG.pdf\" target=\"_blank\">The handbook is now available online for all to access (PDF).<\/a><\/p>\n<hr \/>\n<p class=\"Default\">La elaboraci\u00f3n de constituciones est\u00e1 ocupando los principales titulares del mundo. El Manual presenta los potenciales dilemas, y sus implicaciones, con los que se puede llegar a enfrentar un profesional en el campo\u201d, explica Graeme Simpson, Director de Interpeace USA, Pol\u00edticas y Aprendizaje.<\/p>\n<p>Simpson confirma\u00a0 c\u00f3mo Interpeace se ha aproximado a esta iniciativa: \u201cGran parte del conocimiento contenido en el Manual simplemente no exist\u00eda en ninguna publicaci\u00f3n. Y la experiencia necesitaba ser aprovechada. En consecuencia, se realizaron numerosos talleres alrededor del mundo para capturar toda la invaluable experiencia que estuviese disponible. Por m\u00e1s de tres a\u00f1os, m\u00e1s de 120 profesionales y acad\u00e9micos representantes de todas las regiones del mundo, aportaron sus opiniones mediante consultas, entrevistas y talleres.
