Abidjan, 3 October 2023 - The African Development Bank and Interpeace, an international organisation for peacebuilding based in Switzerland, today signed a memorandum of understanding to jointly promote economic investment and social development that positively impacts peace.<\/p>\n\n\n\n

Le m\u00e9morandum est accompagn\u00e9 d'un plan de travail pratique avec des objectifs et des r\u00e9sultats cibles, soulignant le partenariat innovant entre la Banque et l'initiative Finance for Peace d'Interpeace<\/p>\n\n\n\n

La c\u00e9r\u00e9monie a eu lieu lors du Forum sur la r\u00e9silience en Afrique qui est organis\u00e9 actuellement \u00e0 Abidjan, en C\u00f4te d'Ivoire. Le protocole d\u2019accord a \u00e9t\u00e9 sign\u00e9 par la vice-pr\u00e9sidente de la Banque charg\u00e9e du d\u00e9veloppement r\u00e9gional, de l\u2019int\u00e9gration et de la prestation de services, Marie-Laure Akin-Olugbade, et par Elhadj As Sy, membre du conseil d\u2019administration d\u2019Interpeace.<\/p>\n\n\n\n

L'ambassadrice Deike Potzel, directrice g\u00e9n\u00e9rale de la pr\u00e9vention des crises, de la stabilisation, de la consolidation de la paix et de l'assistance humanitaire au minist\u00e8re f\u00e9d\u00e9ral allemand des Affaires \u00e9trang\u00e8res, qui soutient l'initiative Finance for Peace d'Interpeace, a assist\u00e9 \u00e0 la r\u00e9union.<\/p>\n\n\n\n

Mme Akin-Olugbade a soulign\u00e9 l'importance de poursuivre des approches innovantes pour soutenir la paix et la s\u00e9curit\u00e9 sur le continent.<\/p>\n\n\n\n

\u00ab La Banque africaine de d\u00e9veloppement est pionni\u00e8re dans ces efforts \u00e0 travers l'Initiative des obligations d'investissement index\u00e9es sur la s\u00e9curit\u00e9 (SIIB), approuv\u00e9e lors du Sommet des chefs d'\u00c9tat de l'Union africaine (UA) en f\u00e9vrier 2022 \u00bb, a-t-elle d\u00e9clar\u00e9 aux participants, ajoutant que les obligations propos\u00e9es visent \u00e0 lever des financements suppl\u00e9mentaires \u00e0 grande \u00e9chelle, notamment par le biais des march\u00e9s de capitaux, pour att\u00e9nuer les facteurs structurels de la violence et des conflits. L\u2019initiative vise \u00e9galement \u00e0 compenser les implications budg\u00e9taires de l\u2019augmentation des d\u00e9penses dans le secteur de la s\u00e9curit\u00e9.<\/p>\n\n\n\n

\u00ab L\u2019initiative Finance for Peace d\u2019Interpeace, soutenue par l\u2019Allemagne, compl\u00e8te les propres efforts de la Banque dans ce domaine, car elle vise \u00e0 d\u00e9velopper des protocoles et des projets pilotes autour du financement de la paix, y compris pour une classe d\u2019actifs d\u2019engagements de paix \u00bb, a d\u00e9clar\u00e9 Mme Akin-Olugbade.<\/p>\n\n\n

Elhadj As Sy a dit : \u00ab Interpeace est ravie de formaliser le partenariat avec la Banque africaine de d\u00e9veloppement \u00bb. \u00ab Cette forte collaboration entre la BAD et Interpeace affirme notre engagement commun \u00e0 catalyser les capitaux priv\u00e9s et publics pour \u0153uvrer \u00e0 un monde plus inclusif, \u00e9quitable et pacifique \u00bb, a-t-il d\u00e9clar\u00e9.<\/p>\n\n\n\n

\u00ab Ce partenariat montrera au syst\u00e8me multilat\u00e9ral et international de financement du d\u00e9veloppement au sens large la n\u00e9cessit\u00e9, les avantages, le potentiel et le caract\u00e8re pratique des approches de financement de la paix sur le continent et au-del\u00e0. Il \u00e9tendra le financement de la paix en tant qu\u2019approche d\u2019investissement th\u00e9matique, en lan\u00e7ant le d\u00e9veloppement pr\u00e9coce et r\u00e9ussi d\u2019un pipeline de financement de la paix et en favorisant les r\u00e9seaux et les capacit\u00e9s sur le terrain en mati\u00e8re de financement de la paix en Afrique \u00bb.<\/p>\n\n\n\n

Les domaines de collaboration \u00e9tablis par le protocole d\u2019accord, conform\u00e9ment aux mandats des parties, rassemblent :<\/p>\n\n\n\n

\u2013 renforcement technique et des capacit\u00e9s pour int\u00e9grer des approches de financement de la paix qui ont un impact sur la paix dans les op\u00e9rations souveraines et non souveraines et le dialogue politique de la BAD.<\/p>\n\n\n\n

\u2013 soutien consultatif et collaboration pour d\u00e9velopper un pipeline de structures de financement de la paix qui ont un impact sur la paix.<\/p>\n\n\n\n

\u2013 engagement multipartite et renforcement du terrain pour un soutien politique et financier plus large au financement de la paix.<\/p>\n\n\n\n

Dans le cadre de ce partenariat, un projet de recherche conjoint sur les opportunit\u00e9s d'investissement favorables \u00e0 la paix au Mozambique a \u00e9t\u00e9 r\u00e9cemment lanc\u00e9 par les deux organisations.<\/p>\n\n\n
