{"id":10448,"date":"2021-06-15T14:41:32","date_gmt":"2021-06-15T12:41:32","guid":{"rendered":"https:\/\/www.interpeace.org\/?p=10448"},"modified":"2021-06-17T17:53:51","modified_gmt":"2021-06-17T15:53:51","slug":"measuring-trust-to-improve-access-to-justice-in-central-mali","status":"publish","type":"post","link":"https:\/\/www.interpeace.org\/fr\/2021\/06\/measuring-trust-to-improve-access-to-justice-in-central-mali\/","title":{"rendered":"Mesurer la confiance pour am\u00e9liorer l'acc\u00e8s \u00e0 la justice dans le centre du Mali"},"content":{"rendered":"<p>Afin que la frustration caus\u00e9e par l'impunit\u00e9 croissante ne conduise pas \u00e0 un cycle de violence, Interpeace a rejoint l'Institut malien de recherche-action pour la paix (IMRAP) et plusieurs organismes des Nations Unies pour lutter contre l'impunit\u00e9 et am\u00e9liorer l'acc\u00e8s \u00e0 la justice dans le centre du Mali.<\/p>\n<p>Un nouveau projet identifiera les causes et les perceptions de l'impunit\u00e9 dans les r\u00e9gions de Mopti et S\u00e9gou au centre du Mali, mettra en place un m\u00e9canisme qui r\u00e9pond au besoin de justice sociale et veillera \u00e0 ce que le syst\u00e8me judiciaire soit plus efficace et b\u00e9n\u00e9ficie de la confiance de la population pour lutter contre l\u2019impunit\u00e9. Il facilitera \u00e9galement l'acc\u00e8s \u00e0 la justice pour la population  et assurera la protection des victimes.<\/p>\n<p class=\"translation-block\">Le projet, connu sous le nom d'\u00ab Approche int\u00e9gr\u00e9e pour lutter contre l'impunit\u00e9 et am\u00e9liorer l'acc\u00e8s \u00e0 la justice dans le centre du Mali \u00bb, est une initiative de 30 mois mise en \u0153uvre conjointement par l'IMRAP, Interpeace, le Haut-Commissariat des Nations Unies aux droits de l'homme, l\u2019Entit\u00e9 des Nations Unies pour l'\u00e9galit\u00e9 des sexes et l'autonomisation des femmes (ONU Femmes) et le Programme des Nations Unies pour le d\u00e9veloppement (PNUD) avec le soutien financier du Fonds pour la consolidation de la paix (PBF) du secr\u00e9taire g\u00e9n\u00e9ral des Nations Unies.<\/p>\n<p>Un conflit violent qui s'aggrave dans les r\u00e9gions centrales du Mali \u2013 principalement entre les groupes arm\u00e9s ethniques Dogon et Peul \u2013 a rendu difficile l'instauration de la confiance et de la coh\u00e9sion entre les communaut\u00e9s. L'incapacit\u00e9 du syst\u00e8me judiciaire \u00e0 demander des comptes aux auteurs de comportements violents a fait de l'impunit\u00e9 l'un des facteurs aggravants de la violence actuelle. Malgr\u00e9 cette r\u00e9alit\u00e9, la fa\u00e7on dont les lois sont \u00e9labor\u00e9es et mises en \u0153uvre au Mali a limit\u00e9 l'acc\u00e8s des victimes \u00e0 la justice et nourri la m\u00e9fiance \u00e0 l'\u00e9gard de celui-ci.<\/p>\n<p>A travers ce projet, un barom\u00e8tre de perception de l'impunit\u00e9 par la population du centre du Mali mesurera le niveau de confiance dans la justice des populations de S\u00e9gou et de Mopti o\u00f9 le projet est mis en \u0153uvre.<\/p>\n<p class=\"translation-block\">\u00ab Baser les interventions sur des donn\u00e9es solides est primordial pour que les acteurs cl\u00e9s comprennent et abordent correctement les principaux facteurs de conflit et de troubles sociaux. Le barom\u00e8tre garantit que le projet et le secteur dans son ensemble peuvent \u00eatre inform\u00e9s par des donn\u00e9es de haute qualit\u00e9 sur la fa\u00e7on dont les communaut\u00e9s per\u00e7oivent leur situation en ce qui concerne l'\u00e9galit\u00e9 d'acc\u00e8s \u00e0 la justice \u00bb, explique la responsable du suivi, de l'apprentissage et de l'\u00e9valuation d'Interpeace de donn\u00e9es pour \u00e9clairer le soutien apport\u00e9 par les partenaires du consortium et les acteurs cl\u00e9s du syst\u00e8me judiciaire formel du Mali, ainsi que pour \u00e9clairer les futures initiatives de dialogue.<\/p>\n<p><em>\u00ab Gr\u00e2ce \u00e0 cet outil avanc\u00e9, nous pouvons d\u00e9velopper une compr\u00e9hension in\u00e9gal\u00e9e de la situation de la justice et de l'impunit\u00e9 dans le centre du Mali.
