Amorce d\u2019un nouveau cycle \u00e9lectoral, elles pr\u00e9sentent d\u2019importants enjeux pour la consolidation de la d\u00e9mocratie et la paix, au regard des crises cons\u00e9cutives aux derniers scrutins.<\/p>\r\n<p>L'analyse des dynamiques r\u00e9alis\u00e9e par Interpeace et Indigo C\u00f4te d\u2019Ivoire avec l\u2019appui de l\u2019institut SeeD \u00e0 travers l\u2019Indice SCORE et les consultations aupr\u00e8s des populations et des acteurs cl\u00e9s de plusieurs districts de la C\u00f4te d\u2019Ivoire r\u00e9v\u00e8le que les \u00e9pisodes de violence politique sont la r\u00e9sultante d\u2019une crise de confiance g\u00e9n\u00e9ralis\u00e9e, tant entre les diff\u00e9rentes communaut\u00e9s qu'entre les autorit\u00e9s et la population.<\/p>\r\n<p>Elle est caract\u00e9ris\u00e9e par le faible engagement citoyen des populations en g\u00e9n\u00e9ral et particuli\u00e8rement des jeunes, les violations des droits humains (violences physiques, atteintes \u00e0 la libert\u00e9 d\u2019opinion ou d\u2019expression), la faiblesse des m\u00e9canismes d\u2019alerte pr\u00e9coce et de r\u00e9ponse rapide communautaires, ainsi que l\u2019insuffisante mise en \u0153uvre du mandat de certaines institutions en charge d\u2019encadrer les processus \u00e9lectoraux et pr\u00e9venir la violence.<\/p>\r\n<p>Les risques de violence sont renforc\u00e9s par la manipulation de l\u2019information, particuli\u00e8rement sur les r\u00e9seaux sociaux et les messageries, et le manque d'\u00e9ducation au bon usage des m\u00e9dias.<\/p>\r\n<p>Le caract\u00e8re apais\u00e9 du processus \u00e9lectoral est fortement tributaire des actions pr\u00e9ventives adapt\u00e9es mises en \u0153uvre en amont face aux risques anticip\u00e9s.<\/p>\r\n<p>C\u2019est dans cette logique qu\u2019Interpeace et son partenaire national Indigo C\u00f4te d\u2019Ivoire, avec l\u2019appui technique et financier de l\u2019Union europ\u00e9enne, mettent en \u0153uvre le projet \u00ab Renforcement des m\u00e9canismes communautaires de veille pr\u00e9ventive et r\u00e9ponse rapide au risque de violence \u00e9lectorale en C\u00f4te d\u2019Ivoire (PREVEL) \u00bb.<\/p>\r\n<p>Celui-ci mettra l\u2019accent sur le renforcement des m\u00e9canismes de pr\u00e9vention mis en place par les diverses initiatives \u00e9tatiques et non \u00e9tatiques, parfois m\u00eame communautaires au sein des zones les plus affect\u00e9es, \u00e0 travers l\u2019ing\u00e9nierie des Cadres de collaboration. Il contribuera \u00e9galement \u00e0 fournir une analyse fine et localis\u00e9e des dynamiques pouvant conduire \u00e0 la violence politique, dans une perspective d\u2019anticipation et d\u2019action pr\u00e9ventive. Enfin, il soutiendra les dynamiques communautaires ainsi que les institutions \u00e9tatiques \u00e0 la mise en place d\u2019une infrastructure coh\u00e9rente de paix et \u00e0 la mise en \u0153uvre effective d\u2019action de pr\u00e9vention des violences.
