Background

Interpeace is a Swiss non-profit organization that works in close partnership with national partner organizations and the UN. Its aim is to strengthen the capacities of societies to manage conflict in non-violent, non-coercive ways by assisting national actors in their efforts to develop social and political cohesion. Interpeace also strives to assist the international community (and in particular the United Nations) to play a more effective role in supporting peacebuilding efforts around the world through better understanding and response to the challenges of creating local capacities that enhance social and political cohesion.

Headquartered in Geneva, Interpeace is supported by bilateral and multilateral donors as well as private funding. The organization is currently active in Africa, Central America, the Middle East and Southeast Asia.

General Position Summary

The Head of Learning and Policy will manage and coordinate an institution-wide effort to integrate Interpeace’s learning and policy agenda across the organization in order to improve its practice and ultimately increase its profile and impact in the wider peacebuilding policy environment. This will be achieved through the provision of leadership, strategic vision and innovation in the development of a knowledge management function. The Head of Learning and Policy will lead the GLT’s engagement with the various Interpeace’s units, notably the programmatic staff and peacebuilding teams, in the definition and pursuit of Interpeace’s learning agenda; capturing of programme innovations and impacts; and sharing of knowledge. S/he will support the development of an evidence-based culture and practice aimed at the design, planning, monitoring and assessment of demonstrable and impactful strategies of change. The person will also lead the organization’s policy agenda working closely with the Office of the Director General, the Operations Division and the Global Engagement Unit in the definition of the global agenda.

The Head of Learning and Policy is also responsible for the management Interpeace’s thematic programmes. S/he will be responsible for leading fundraising efforts for activities in the areas under her/his supervision, and contribute to Interpeace’s overall fundraising efforts.

The Head of Learning and Policy reports to the Deputy Director-General and is responsible for overseeing the work of the staff assigned to his/her unit. S/he also plays a support role to the Director-General in the development of new policy opportunities as outlined below. He/She will aslo lead the Global Learning Team. As a member of the Strategic Management Team, s/he participates in the review and development of overall institutional strategies and general policies.

Duties and responsibilities

1. Lead the learning (L) and policy efforts (P)

1.1 Provide strategic vision to and coordinate the work of the Global Learning Team.
1.2 Identify policy opportunities to feed into the policy agenda of Interpeace. Ensure that the organization’s policy priorities draw upon Interpeace’s practitioner perspective and/or help to sharpen Interpeace’s operational practice.
1.3 Following discussions with the Director-General and the Deputy Director General, support the Director-General in his/her effort to explore new areas of policy influence by developing, and/or coordinating wider staff or expert input to, draft concept notes and other proposals.
1.4 Ensure institutional-wide ownership of the organization’s learning and policy agenda using consultative processes and needs assessment to ensure weaving across units and offices.

  • Develop an enhanced peacebuilding policy capability that translates practitioner learning into strategic policy interventions in the international peacebuilding community geared towards adding to Interpeace’s pursuit of impact in the field (P)
  • Systematize regular capturing of lessons learned and methodological innovations and contribute to advancing the Interpeace methodology (L)
  • Provide guidance and support to the programme teams to strategically capture and systematize programmatic processes and outcomes. Facilitate strategic reflection workshops for country programmes and programme development efforts led by Interpeace HQ (L)
  • Provide guidance to programme teams for regular programme monitoring, evaluation and reviews that build on programmes’ experience and draw on the support that can be provided by other organizations and evaluation experts (L).
  • Organize cross-unit discussions of programme evaluations together with the Executive Group (DG, DDG and CFO) and other relevant colleagues to ensure institutional consideration of the findings and before a management response is drafted (L).
  • Building on the organization’s experience and lessons, provide input, guidance and feedback to programme teams with regard to the development and delivery of training for peacebuilding teams. Identify learning opportunities and engage in networking in order to source potential training and learning opportunities for Interpeace and partner teams (L).
  • Contribute to Interpeace input into peacebuilding policy-related discussions (P).
  • Draw upon the latest research and policy insights by other organizations to stimulate strategic reflections with staff and specific programmes on issues of relevance to our general practice or to specific change processes in the field (L/P)
  • Provide guidance on the strengthening of design, monitoring and evaluation systems across the organization (L).
  • Lead the development of an evidence-based practice to better design, plan, monitor and assess programmes’ impact and contribute to a better understanding by practitioners and policy-makers of what works and does not work in the process of building lasting peace (L/P).

2. Manage thematic programmes

2.1 Ensure the functioning of Interpeace’s thematic programmes, including on resilience and reconciliation, from beginning to the end including design, monitoring and evaluation, fundraising, planning, budget management and reporting.
2.2 Manage any staff assigned to the thematic programmes.

3. Participate in the Strategic Management Team

3.1 Provide regular substantive briefings and advice to the Strategic Management Team (SMT) in relation to the various core capacities of the Head of Learning and Policy position.
3.2 Participate in the SMT’s tasks, including the development and monitoring of Interpeace’s strategic plan, and the development of institutional policies and strategies.

4. Coordinate /Provide content to Interpeace’s communication

4.1 Provide strategic guidance to the Global Engagement Unit on substantial section of Interpeace’s annual report and ‘key highlights’ section.
4.2 Participate in the Global Engagement and Communication Team meetings

5. Represent Interpeace in relevant fora

5.1 Represent Interpeace in conferences, workshops, symposiums, and other fora in order to share the organization’s experience and know-how, and to position the organization within the international peacebuilding community.

5.2 Develop the institutional relationships and partnerships with international institutions and organizations that contribute to the achievement of Interpeace’s strategic goals in the areas of his/her responsibility, and oversee the implementation of activities pursuant their implementation

Knowledge and Experience

Required

  • Master’s degree in peace studies, sociology, political science, international relations, development studies or other relevant field;
  • Minimum 7 years of relevant experience combining field experience, international experience in international organizations and increasingly responsible managerial experience;
  • Experience in the design and implementation of broad-based knowledge management approaches and D,M&E systems; in the publications of results; and in the design and implementation of strategic policy engagements;
  • Practical peacebuilding experience;
  • Excellent writing and communication skills in English. French, Spanish or Arabic a strong asset;
  • Excellent listening skills and ability to activate others to explore different perspectives and constructively challenge contradicting messages/conventional or customary practice;
  • Significant experience in the provision of support and mentoring to culturally diverse and intercultural field teams, as well as a proven ability to work and communicate with people and to connect various teams and units;
  • A strong team-builder with experience in facilitation and moderation.

Assets

  • Experience in development and delivery of training and capacity-building programmes in peacebuilding or a related field;
  • Knowledge of qualitative and quantitative research and experience in the design and implementation of interdisciplinary research programmes;
  • Successful proven negotiation, communication, organization and prioritization skills and experience.
